NZUAG Board Member Profile – Helen Duncan

In line with its role as a joint consultative group of road and rail owners/managers and utility companies responsible for managing the National Code of Practice for Utility Operators Access to Transport Corridors, NZUAG is governed by a representative Board drawn from Transport Corridor Managers, Utility Operators, and the Contracting Sector. One of the utility sectors with a seat at the Board table is the gas sector, with Helen Duncan, Land and Planning Manager for Firstgas, part of the Clarus Group currently this role.

Helen joined Clarus in November 2022 and leads the Land and Planning team, with responsibility for stakeholder engagement, planning, property legal advisory, pipeline safety, and GIS services across the Clarus businesses, including Firstgas.

She brings nearly a decade of experience in the energy sector, having held roles at Powerco and as a private planning consultant. A professional RMA planner by training, Helen has worked in local government in both New Zealand and the UK, with a particular focus on policy, development, and infrastructure planning.

Helen holds a Bachelor of Resource and Environmental Planning and a Postgraduate Diploma in Business Management.

Helen’s unique set of skills make her an invaluable member of the Board says Independent Board Chair, Jim Donovan, allowing her to take a pivotal role in helping shape the sector for new growth opportunities ahead.
